The Battle Against piracy is about Training Training Training

Looking at the the United States State Departments plans for combating global IP piracy in 2011 the reoccurring word is training. The State Department has approved fifteen new projects totaling $3.36 million to enable U.S. to collaborate in the delivery of international enforcement training and technical assistance programs on intellectual property rights protection. 13 of the 15 programmes focus on training. 

Below is a chart showing where the money will be spent revealing less focus on china/asia and more focus on latin-america and asia.
