Where do our information initiatives go wrong?

An article reporting that 17% of young in Hong Kong Doesn’t know if they are breaking copyright law when downloading music or films illegally. 


I keep saying that it’s no use keeping up the pure information initiatives trying to get people to understand what’s up and down in IP. With the current informational level it seems odd that some people don’t know when it’s illegal to download. There are articles, infomercials and other initiatives. 


So where is the problem located? Lack of motivation to follow the law, lack of knowledge, problems understanding the law? Many possibilities. My guess is that Your information initiatives must be tailored to a much higher degree. The broad campaigns seemingly have no effect. The information must be relevant for the people receiving it…from their view.
